Hon. Roger Vinson became the second federal judge to find unconstitutional the Obama health care law’s requirement that all Americans obtain insurance. Vinson wrote, "I must reluctantly conclude that Congress exceeded the bounds of its authority in passing the Act with the individual mandate." The plaintiffs included governors and attorneys general from 26 states, all but one of them Republicans. Hon. Henry E. Hudson in the Eastern District of Virginia was the first to invalidate the insurance mandate. Two other federal judges appointed by President Clinton, Hon. Norman Moon in Virginia and George C. Steeh in Michigan, have upheld the law.
